The Latest Information on the DHS P4P Program

DHS has moved to a 1.5% withhold for all fee-for-service (FFS) inpatient and outpatient encounters through the HIE pay-for-performance (P4P) program effective January 1, 2025. Of the 171 eligible hospitals, more than 80% of them are now participating in WISHIN and will take advantage of the opportunity to claw back all or part of the withhold.

WISHIN is an independent, not-for-profit, vendor-agnostic health information exchange network that differs from others in that it enables immediate and meaningful clinical and whole-person data-sharing among all participants across the entire whole-person and healthcare delivery system. There are more than 2,200 sites of care participating in the network with 14,000 users accessing 500,000+ medical records per month.

The eligible hospitals that obtain a “live” status contributing ADT, CCDA, Laboratory, Pathology and Radiology to WISHIN are eligible to receive all (or a portion) of their IP/OP FFS withhold back.

You must act now! In order to claw back the 2025 withhold, you must contract with WISHIN by July 1, 2025, to give WISHIN sufficient time to onboard your hospital before the end of 2025. You can still contract with WISHIN after July 1, 2025, but WISHIN cannot guarantee that your hospital will be fully integrated into the system by the end of 2025.
