The Window is Closing on the Opportunity for 2023 P4P Hospital Incentives

Time is running out on the opportunity for non-participating hospitals to join the WISHIN network and earn thousands in incentive payments from the Department of Health Services (DHS) for 2023.

Approximately 120 hospitals are currently reaping the benefits of the DHS HIE pay-for-performance (P4P) program, which began in 2021.

Hospitals that are not yet part of the WISHIN network must act promptly to qualify for the incentives available for Measurement Year 2023, because unlike 2021 and 2022, new participants must complete implementation by the end of this year to earn the 2023 incentives.

Demand is expected to be high, and implementation slots will fill quickly.  Hospitals that act soon will have maximum flexibility in scheduling their implementations.

Wisconsin Act 185, enacted in April 2020, required DHS to establish an incentive program for hospitals that contribute clinical data to the WISHIN network.

On average, each annual incentive payment has funded more than two years’ worth of hospital subscription fees.  Hospitals that were fully implemented or agreed to do so by the end of 2021 are positioned to collect incentive payments in three consecutive years, funding more than six years of subscription fees on average.

Incentive payments to participate in the WISHN network are paid per interface type, and vary based on each hospital’s relative Medicaid claims volume. The maximum incentive available is $120,000 per hospital per year.
