The Wisconsin Department of Health Services (DHS) has announced a one-year extension of the introductory phase of a program that provides thousands of dollars to eligible hospitals as an incentive to participate and contribute data to the WISHIN network.
The HIE Pay-for-Performance (P4P) program began in 2021. Today, more than 120 hospitals are participating in the WISHIN network. These hospitals reap the clinical benefits of participating in an EHR- vendor-agnostic statewide health information exchange to improve clinical decision-making and care coordination, while sharing in an $8 million incentive payment pool from DHS. On average, those annual incentive payments cover the one-time onboarding fees and more than two years’ worth of WISHIN hospital subscription fees.
This means hospitals, on average, can share patient information to and from 2,200 sites of care in the WISHIN network and support clinical decision-making and care coordination across the network at no net cost.
Hospitals that fully implemented eligible WISHIN interfaces per DHS’ HIE P4P Program or agreed to do so by the end of 2021 are positioned to collect incentive payments for four consecutive years, funding more than eight years of subscription fees, on average.
Incentive payments to participate in the WISHIN network are paid per eligible interface category and vary based on each hospital’s relative Medicaid claims volume. Depending on claims volume, the maximum potential incentive available is $120,000 during the introductory phase of the program.
The clock is ticking but there is still time to start the process and earn incentives in 2023 and 2024. All hospitals that progress to or maintain a “Live” status in a WISHIN interface by 12/31/2023 are eligible to receive the incentive for MY2023. DHS will consider short extensions of that deadline on a case-by-case basis for hospitals that are actively working with WISHIN to onboard interfaces by 12/31/2023.
The introductory phase of the HIE P4P incentive program was set to expire at the end of Measurement Year 2023, but DHS has announced a one-year extension of the incentive for eligible hospitals. The incentive payments apply to hospitals that achieve “live” status in eligible WISHIN interfaces by the end of calendar year 2024.
